Key passage:
In Japan, there were a series of some shocking events, which informed us that our freedom of speech faced large crisis.
One of them is that a forum for "hate speech" was forced to be canceled due to violence in Kawasaki city(2018/06).
This forum was scheduled to provide a chance to hold discussions on the ordinance about "hate speech" which Kawasaki city is also plannning to introduce.

In Japan, there were a series of some shocking events, which informed us that our freedom of speech faced large crisis.
But most of major media are not eager to report these events.

- As many as hundreds of thousands of videos criticizing Korea were deleted on YouTube. And many accounts and channels of the videos' creators were deleted or frozen for "discrimination" or "hate".(2018/5~)
- A light novel was planning to be made into anime, but canceled due to the author's past tweets criticizing Korea and China.
At first, voice actors dropped out for intimidation. And some of his works were suspended shipment after this canceling.

In any of these incidents, the shadow of Korean or Chinese group or people is apparent. The next one is also an incident of suppression of free speech. It is most easy to see who suppress free speech and how to suppress free speech. They don't hesitate to even use violence.

The opponents surging to the forum
In this case, the forum titled "The pros and cons of the Anti-Hate ordinance" hosted by Seto Hiroyuki, a conservative activist, was forced to be canceled due to the violence of opposition activists led by Korean residents and leftist activists(2018/06/03).

The backgroud to this incident
In Japan, anti hate-speech law was enforced two years ago(2016/06).
This law stipulates the national and local governments to eliminate "unjust discriminatory speech and actions" against the people from other nations and their descendants. Though this law does not stipulate penalties for them, it made such speech and actions illegal.
This law defines "unjust discriminatory speech and actions" as following.
For the purpose of encouraging or provoking discriminative feeling,
・Threatening to harm them
・Insulting to them extremely.

But this law has some controversial points.
1.The criteria of "unjust discriminatory speech and actions" is too ambiguous.
The Ministry of Justice themselves confirmed this problem.
2.How to resolve the discrepancy between this law and freedom of speech and expression guaranteed in the constitution?
Many people raises this question.
3.Some local governments stretches interpretation of this law and apply it.
For example, some local governments established their own guidelines about this law. Accoding to this guideline, they don't permit "racist groups" to use their facilities. And another local government enacted an ordinance including a punitive measure which was publication of violators' names.
Needless to say, more adverse effects emerge while keeping "racist groups" or "hate speech" evasive.
By the way, the Mayor of Kawasaki City of this incident also has stated that he would establish an ordinance.
4.The seditiousness of this law
In the result, this law foments undue pressure including violence on political, speech and writing activities.
A group comprised of Korean residents and left-wing activists always use this law as excuse and interferes with legitimate political activities. For example, even when many people staged a demonstration against North Korea over humanitarian issues as the abductions, there was a party of the men and women who held signs and cried out "Do not discriminate!" "Don't use the abductions issue as your excuse for discriminating!". it is not unusual that they interfere with violence as Sturmabteilung.
Many demonstrations and other political activities on the streets have been forced to be canceled or interrupted since now. Almost of the political activities including criticism of Korea or North Korea are obstructed as "discriminatory speech or behaviors". In the end, this law foments obstructive behaviors include violence.

Though Kawasaki City has not clarified the concrete content of the ordinance to be submitted (2018.9.15), many people expect it will include the followings;
- Applying ex-ante regulations on "Hate speech"
- Extending the range of "Hate speech"
- Imposing criminal penalties
This forum, was going to be held to discuss the "Anti-Hate ordinance" regulating on hate speech. Kawasaki City is also planning to submit a similar ordinance. After some negotiation with Kawasaki City, Mr. Seto decided to hold this forum borrowing the facility from Kawasaki City. (In other words, the forum about "Anti-Hate ordinance" was being held where a similar ordinance may be submitted.)

"Kawasaki's Citizens' network to disallow hate speech" and other groups opposed holding this forum, and have been lobbying Kawasaki city government not to rent out its facility with insistence. According to the group, renting out its facility to Mr. Seto is against the Kawasaki city's guideline about hate-speech, but their claim lacks concreteness. Mr. Seto is certainly a nationalist, but it does not mean that he is a racist. Kawasaki city government decided to rent out its facility because it didn't violate Kawasaki city's guideline.

But the hundreds of opponents surged, and prevented participants from attending the forum with force. In the result, ths forum was canceled(Mr. Seto said "The forum was postponed."). There were about thirty participants who could not enter the building. Some of them were lawyers who would give lectures.
This opponent stripped a participant of a sign that read, "Abductions are indeed discrimination(Free translation: Abductions by North Korea indeed indicate discrimination.). End violence". Then he threw it up."
Then the opponents conducted following violence:
- Stripping a participant of a sign under duress and throwing it
- Getting his hand around a participant's neck
- Getting in a participant's way
- Pushing a participant against the wall or others

There were five or six victims of violence without lawyers who would give lectures, and some of them are initiating legal proceedings.

What the opponents were doing are not so different from what gangsters do.
As is often the case, some kind of a Korean organization is suspected to be involved like other cases.
Actually, the officials of "Kawasaki's Citizens' network to disallow hate speech" were witnessed at the scene. The two persons of them are Korean residents. Some people consider opponents committed sabotage under the leadership of them.

And the prefectural police handled this incident in a bad way. Though this was a much-anticipated situation, many policemen did not defend the lawyers and other participants. What they were doing is "just looking".
This opponent unleashed violence against a participant from behind. Then a participant was choked and swung around.

According to a participant, a female opponent blocked the entrance and cried "Don't go to the forum. May your child or grandchild be called as a racist?".
That is to say, she threatened that she might crash in the office/school and broadcast his child or grandchild is a racist.
Then he found the Korean official of the group, previously mentioned, to his right side, and she cried the same sort of thing. After she appeared, many opponents had gathered together.

According to The lawyer who would give a lecture, he was pushed, steered away from the entrance, and upset.
Though there was a policeman near him, the policeman did not help him.

In Kawasaki city, not a few activities of conservative groups on the streets have been canceled due to similar sabotage. After all, the opponents cried loudly "We don't allow hate speech and discrimination." but what they are actually doing is suppressing the opinions which they hate through violence. The opinions which they hate are political criticism of Korea, for example.

And speaking of the prefectural police, they are reluctant to receive criminal complaints for some reason.
Such surprising things are happening in one of large cities in the Tokyo metropolitan area in Japan which ruled by law and guarantees freedom of speech.
